Soipan Tuya was born in 1982 in the Maasai community in Narok, Kenya. She is the fourth daughter to former Narok South MP Samson Ole Tuya and she grew up tending to her father’s livestock, a common practice within the pastoralist culture.
Soipan Tuya attended Ololulunga Primary School, a World Bank-established institution aimed at supporting pastoralist communities. Her academic prowess became evident when she emerged as the top girl in her district in the Kenya Certificate of Primary Education (KCPE) exams.
Tuya’s educational journey continued at Moi Girls High School, where she spent two years before transferring to The Kenya High School in Nairobi due to health reasons. It was here that she completed her secondary education, sitting for the Kenya Certificate of Secondary Education (KCSE) exams in 1998.
Upon completing her secondary education, Soipan Tuya embarked on her legal studies at the University of Nairobi, where she graduated with a Bachelor of Laws in 2002. Her academic journey did not stop there; she furthered her education at the Kenya School of Law for her diploma and was admitted to the bar as an advocate of the high court of Kenya in 2004.
In 2009, she secured a scholarship to pursue a Master’s in Law in Sustainable International Development at the University of Washington in Seattle, USA, which she completed in 2010.

Soipan Tuya’s professional journey began with her role as a legal officer at an NGO, where she coordinated issues of land and environmental governance. This position allowed her to participate in regional and international forums and contribute to significant legal victories in land-related cases.
Her passion for justice and human rights led her to the Ministry of Justice as a UN volunteer specialist. In this capacity, she developed policy briefs addressing human rights abuses among Kenyans. Tuya’s commitment to access to justice continued as she joined Kituo Cha Sheria, an organization dedicated to legal aid, where she coordinated legal aid services and was involved in landmark cases, including environmental justice issues like the Tana delta environment cancer case in Marsabit caused by oil spills.
Tuya’s political career commenced in 2012 when she served as the women’s representative for Narok County, a position she held for a decade. Her work during this period focused on the economic and social empowerment of affirmative action groups, earning her a second term as a legislator in 2017. Her effective representation and leadership in the National Assembly were recognized when she served as the 1st Chairperson of Speaker’s Panel, presiding over sittings in the absence of the Speaker and Deputy Speaker.
In the National Assembly, Tuya also played a pivotal role as the Vice Chairperson of the Liaison Committee, which comprises all the Chairpersons of Committees of the National Assembly. Her tenure as Chairperson of the Select Committee of Implementation was marked by her responsibility to ensure the efficient and effective implementation of petitions, executive undertakings, and resolutions of Parliament.
As an advocate for the rights of the Maasai community and women, Tuya has been instrumental in combating retrogressive cultural practices such as Female Genital Mutilation (FGM) and early marriages.
